摘要：針對當前航空運營人合格證（AOC）及其運營規范不斷變化，各國運營規范標準不統一的問題，國際民航組織提出開發航空運營人合格證國際注冊系統（AOC系統），旨在收集各國AOC和運營規范數據，建立AOC國際注冊數據庫。系統需要構建業務數據的XML Schema以實現初期批量上傳各締約國的AOC數據。通過數據需求分析，建立概念模型，獲取最大語義信息，根據定義的規則、方法，構建出批量上傳數據集的XML Schema。通過XML Schema的有效性驗證,有助于生成語義明確的XML文件用于AOC數據完整準確的傳輸與交換。

Abstract：For the current issue that Air Operator Certificate and Operations Specifications chage rapidly and the standards of Operations Specifications differ from countries,International Civil Aviation Organization proposes to develop an international register of AOCs (AOC system).The system aims at establishment of a database by collecting the AOC and operations specifications from the States of the Operator.It needs to construct XML Schema of AOC data for bulk upload.By analyzing data requirement, creating a conceptual model and getting Semantic information, we construct XML Schema of bulk upload data set according to the defined rules and methods. It is useful to generate semantically definited XML file for complete and accurate exchange of AOC data by validating bulk upload date set with XML schema.
